Job Description

Purpose of Activity/Assignment:  

The purpose of this assignment is to support UNICEF’s Education in Emergencies (EiE) team in knowledge management, reporting, programme monitoring and evaluation, grant management, data management, communication/advocacy, and resource mobilization to reinforce UNICEF’s commitment to ensuring uninterrupted education for children affected by humanitarian crises.

Scope of Work:

Under the supervision of the EiE Senior Education Adviser, the scope of work includes the following key responsibilities:

Programme Management, Monitoring and Evaluation, and Reporting

• Collect, analyze, and share information related to EiE responses, with a focus on Level 3 and Level 2 emergencies, to support evidence-based decision-making and strategic interventions.

• Track and analyze UNICEF’s EiE Humanitarian Action for Children (HAC) funding and identify funding gaps, as well as supporting indicators tracking.

• Support coordination and information flow for specific regions.

• Provide technical support for priority thematic areas, including protecting education from attack, including support for the facilitation of a global event.

• Support monitoring and evaluation (M&E)  and data management for the EiE team, particularly in the areas of programme monitoring and evaluation, emergencies indicators tracking (HAC), and data management. 

Knowledge Management, Communications, and Advocacy

• Capture, synthesize, and disseminate lessons learned, best practices, and innovations to improve EiE programme effectiveness.

• Produce knowledge products such as case studies, articles, and blog posts showcasing scalable learning solutions.

• Maintain an updated repository of EiE reports and resources to support easy access and reference.

• Share insights regularly through internal platforms such as newsletters and knowledge-sharing events.

• Develop and update high-quality communication materials for key global advocacy events to highlight UNICEF’s EiE achievements and priorities.

Resource Mobilization and Donor Engagement

• Prepare donor briefings and funding pitches aligned with key thematic areas.

• Support the development of funding proposals in collaboration with relevant internal teams.

The role will involve collaboration with multiple UNICEF teams, and country offices to ensure effective documentation, reporting, and dissemination of programme results, ultimately contributing to UNICEF’s mission of safeguarding education for children affected by humanitarian crises.

Terms of Reference / Specific Deliverables

Programme Management, Monitoring & Reporting

• Support data collection and management, monitoring and evaluation, emergencies indicators tracking analysis (HAC), and reporting on EiE responses, particularly in Level 2 and Level 3 emergencies, and support coordination, decision-making, and resource tracking.

• Produce six monthly updates on L3/L2 emergencies.

• Develop one comprehensive project narrative report, summarizing key EiE results and progress. 

• Prepare six monthly updates on HAC funding and indicators requirements for EiE, analyzing result and funding gaps. 

• Attend  at least 12 coordination/technical meetings and produce and share meeting minutes or summary notes for each.

• Develop at least 3 briefing materials (e.g. PowerPoints, briefs, talking points) tailored to priority contexts or issues.

Knowledge Management, Communications and Advocacy

Capture and share lessons learned, best practices, and programme results to strengthen EiE visibility, advocacy, and implementation.

• Develop three knowledge products, e.g. case studies, blogs, articles.

• Maintain an updated repository of EiE reports and resources, including one review to ensure relevance and accessibility.

• Disseminate EiE insights regularly through internal channels by:

• Contributing to six monthly education newsletters; and

• Develop three communication materials for global advocacy events (e.g. World Humanitarian Day, International Day to Protect Education from Attack). 

Resource Mobilization and Donor Engagement

Support fundraising efforts by tracking funding needs, engaging donors, and contributing to proposal development.

• Prepare three donor briefings or funding pitches, including slide decks, talking points, and tailored messaging.

• Support the development of one funding proposal for EiE opportunities.

Qualifications

(1) Education

Advanced university degree in education, psychology, sociology or other relevant disciplines.

Language Proficiency: 

• Fluency in English (oral and written) is required. Knowledge of French is considered an asset. Knowledge of an additional UN Language (Arabic, Chinese, Russian, Spanish) is desirable.

(2) Knowledge/Expertise/Skills required: 

• A minimum of 5 years professional experience in programme planning, management, and/or research in education is required.

• Experience in emergency settings (preparedness, recovery and response).

• Relevant experience in education programme/project development and management at the UN, a UN agency or a related organization is an asset.
