Role Overview

The Energy Assistance Program Policy and Engagement Analyst contributes to fulfilling IHCDA's mission by providing support for the Energy Assistance Program (EAP), serving as a point-person for subrecipients and the broader EAP network; assisting with marketing and communications; continuously improving and analyzing EAP policies, procedures, and outcomes; helping with the development of State plans; and assisting with the completion of federal and agency reporting. There will be a heavy emphasis on the continuous training of the subrecipient network.

EAP provides utility assistance to eligible households. Indiana typically receives approximately $75 million annually to serve over 100,000 households.

 

Salary Statement

Salary range is $56,700 to $66,700 and is commensurate with education and work experience.

 

A Day in the Life:

  • Develop program strategy in partnership with Energy and Utility Managers
  • Work directly with Quality Assurance and monitoring teams to identify knowledge gaps within the network to better plan and execute trainings
  • Understand and apply program rules and policies
  • Understand and apply all relevant legislation and guidance
  • Research and inform team on newly issued or upcoming policy and guidance
  • Assist in the preparation of state plans and program manuals/documents
  • Conduct research into best program practices and provide recommendations
  • Think critically and serve as a 'sounding board' for manager/team ideas on program implementation
  • Execute day-to-day operations
  • Create and update SOPs for job duties
  • Draft program guidance, manuals, and other policy documents
  • Plan and coordinate EAP events
  • Coordinate document requests from federal funders, internal audit, legislators, etc.
  • Assist in drafting subrecipient information, forms, reporting, and data collection tools
  • Track and organize/archive subrecipient-submitted documents
  • Provide support for federal and agency reporting
  • Attend relevant conferences, community events, and trainings and conduct site visits at subrecipient locations to gain program insight and further program goals, contingent on availability of opportunities and budget
  • Client & Subrecipient Customer Service
    • Independently respond to and log (as needed) client and subrecipient communications
    • Coordinate with Manager and other IHCDA departments as needed to respond to subrecipient/client questions
    • Review subrecipient-submitted documents and work with these groups on updates as needed to comply with program expectations and guidelines
    • Connect subrecipients with professional development opportunities
    • Elevate issues to Manager and Director as needed
    • Assist in drafting client updates and other correspondence as requested
  • Actively maintain program email inbox
  • Attend and participate in departmental meetings
  • Seek out professional development to keep up with the field of interest of the program
  • Perform other duties as assigned

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

  • Experience with drafting policy or developing engagement strategies preferred.
  • Bachelor’s degree and/or 2 years related work experience required.

Supervisory Responsibilities/Direct Reports:

This role may be utilized in a supervisory capacity based on agency needs.
